To facilitate patent right holders and proprietary right holders in paying stamp taxes in accordance with the law, after consultation with the State Taxation Administration, it has been decided to resume the collection and payment of patent and integrated circuit layout design stamp taxes by the National Intellectual Property Administration from September 16, 2019. Those who have not paid stamp taxes before September 16, 2019, may pay taxes through the original payment channels after September 16, 2019.
This is hereby announced.
