The first plenary meeting of the Expert Advisory Committee for the formulation of the Intellectual Property Powerhouse Strategy was held.
On May 14, the Office of the Inter-Ministerial Liaison Conference on the Implementation of the State Intellectual Property Strategy (hereinafter referred to as the Liaison Conference) held the first plenary meeting of the Expert Advisory Committee for the Formulation of the Intellectual Property Powerhouse Strategy Outline in Beijing. Yan Junqi, Vice Chairman of the Standing Committee of the Twelfth National People's Congress and Director of the Expert Advisory Committee, attended the meeting and delivered a speech. Shen Changyu, Deputy Convener of the Liaison Conference and Director of the State Intellectual Property Office, presided over the meeting.
Yan Junqi pointed out that under the leadership of the Party, with the outline as the guide and the implementation of the strategy as the main line, giving full play to the advantages of China's socialist system is the basic experience and successful practice for China's intellectual property cause to achieve leapfrog development and historical changes. Formulating an intellectual property powerhouse strategy outline for 2035, forming a strategic layout that is successively connected with the "National Intellectual Property Strategy Outline" (hereinafter referred to as the "Outline") is of great significance. Yan Junqi demanded that the formulation of the intellectual property powerhouse strategy outline should adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the fundamental principle, highlight the characteristics of the times, clarify work goals, highlight work priorities, give play to the basic role of the intellectual property system in stimulating innovation, clarify the relationship between the market and the government, establish a modernized intellectual property governance system, serve the overall national opening-up, accelerate the process of China joining the ranks of world intellectual property powerhouses, and better guarantee the realization of the goals of the two-step development of building a modern socialist country as deployed by the 19th National Congress of the Communist Party of China.
Shen Changyu read out the notice on the establishment of the Expert Advisory Committee. The director of the Expert Advisory Committee is Comrade Yan Junqi, and the members include veteran leaders familiar with intellectual property work from member units of the Liaison Conference and relevant units, academicians of the two academies, and well-known experts in the fields of economics, science and technology, intellectual property, and enterprises. Shen Changyu said that the establishment of the Expert Advisory Committee is to better give play to the "think tank" role of experts, making the outline formulation work more scientific and efficient. The Liaison Conference Office and the working group should be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, scientifically plan the future development of intellectual property undertakings. It is understood that the implementation of the "Outline" will expire in 2020. The evaluation shows that by 2020, the goal of "building China into a country with a relatively high level of intellectual property creation, utilization, protection, and management" has been basically achieved. The intellectual property powerhouse strategy outline currently under development will be another guiding document for the development of intellectual property undertakings in China facing the new era. At present, the framework structure of the intellectual property powerhouse strategy outline has been initially clarified, and relevant thematic research is about to start, and all work is proceeding in an orderly manner.
